ForesightSafety Bench: A Frontier Risk Evaluation and Governance Framework towards Safe AI

Rapidly evolving AI exhibits increasingly strong autonomy and goal-directed capabilities, accompanied by derivative systemic risks that are more unpredictable, difficult to control, and potentially irreversible. However, current AI safety evaluation systems suffer from critical limitations such as restricted risk dimensions and failed frontier risk detection. The lagging safety benchmarks and alignment technologies can hardly address the complex challenges posed by cutting-edge AI models. To bridge this gap, we propose the "ForesightSafety Bench" AI Safety Evaluation Framework, beginning with 7 major Fundamental Safety pillars and progressively extends to advanced Embodied AI Safety, AI4Science Safety, Social and Environmental AI risks, Catastrophic and Existential Risks, as well as 8 critical industrial safety domains, forming a total of 94 refined risk dimensions. To date, the benchmark has accumulated tens of thousands of structured risk data points and assessment results, establishing a widely encompassing, hierarchically clear, and dynamically evolving AI safety evaluation framework. Based on this benchmark, we conduct systematic evaluation and in-depth analysis of over twenty mainstream advanced large models, identifying key risk patterns and their capability boundaries. The safety capability evaluation results reveals the widespread safety vulnerabilities of frontier AI across multiple pillars, particularly focusing on Risky Agentic Autonomy, AI4Science Safety, Embodied AI Safety, Social AI Safety and Catastrophic and Existential Risks. DeepKnown-Guard: A Proprietary Model-Based Safety Response Framework for AI Agents

With the widespread application of Large Language Models (LLMs), their associated security issues have become increasingly prominent, severely constraining their trustworthy deployment in critical domains. This paper proposes a novel safety response framework designed to systematically safeguard LLMs at both the input and output levels. At the input level, the framework employs a supervised fine-tuning-based safety classification model. Through a fine-grained four-tier taxonomy (Safe, Unsafe, Conditionally Safe, Focused Attention), it performs precise risk identification and differentiated handling of user queries, significantly enhancing risk coverage and business scenario adaptability, and achieving a risk recall rate of 99.3%. At the output level, the framework integrates Retrieval-Augmented Generation (RAG) with a specifically fine-tuned interpretation model, ensuring all responses are grounded in a real-time, trustworthy knowledge base. This approach eliminates information fabrication and enables result traceability. Experimental results demonstrate that our proposed safety control model achieves a significantly higher safety score on public safety evaluation benchmarks compared to the baseline model, TinyR1-Safety-8B. Furthermore, on our proprietary high-risk test set, the framework's components attained a perfect 100% safety score, validating their exceptional protective capabilities in complex risk scenarios. This research provides an effective engineering pathway for building high-security, high-trust LLM applications.

On the Role of Attention Heads in Large Language Model Safety

Large language models (LLMs) achieve state-of-the-art performance on multiple language tasks, yet their safety guardrails can be circumvented, leading to harmful generations. In light of this, recent research on safety mechanisms has emerged, revealing that when safety representations or component are suppressed, the safety capability of LLMs are compromised. However, existing research tends to overlook the safety impact of multi-head attention mechanisms, despite their crucial role in various model functionalities. Hence, in this paper, we aim to explore the connection between standard attention mechanisms and safety capability to fill this gap in the safety-related mechanistic interpretability. We propose a novel metric which tailored for multi-head attention, the Safety Head ImPortant Score (Ships), to assess the individual heads' contributions to model safety. Based on this, we generalize Ships to the dataset level and further introduce the Safety Attention Head AttRibution Algorithm (Sahara) to attribute the critical safety attention heads inside the model. Our findings show that the special attention head has a significant impact on safety. Ablating a single safety head allows aligned model (e.g., Llama-2-7b-chat) to respond to 16 times more harmful queries, while only modifying 0.006% of the parameters, in contrast to the ~ 5% modification required in previous studies. More importantly, we demonstrate that attention heads primarily function as feature extractors for safety and models fine-tuned from the same base model exhibit overlapping safety heads through comprehensive experiments. Together, our attribution approach and findings provide a novel perspective for unpacking the black box of safety mechanisms within large models.

What Matters For Safety Alignment?

This paper presents a comprehensive empirical study on the safety alignment capabilities. We evaluate what matters for safety alignment in LLMs and LRMs to provide essential insights for developing more secure and reliable AI systems. We systematically investigate and compare the influence of six critical intrinsic model characteristics and three external attack techniques. Our large-scale evaluation is conducted using 32 recent, popular LLMs and LRMs across thirteen distinct model families, spanning a parameter scale from 3B to 235B. The assessment leverages five established safety datasets and probes model vulnerabilities with 56 jailbreak techniques and four CoT attack strategies, resulting in 4.6M API calls. Our key empirical findings are fourfold. First, we identify the LRMs GPT-OSS-20B, Qwen3-Next-80B-A3B-Thinking, and GPT-OSS-120B as the top-three safest models, which substantiates the significant advantage of integrated reasoning and self-reflection mechanisms for robust safety alignment. Second, post-training and knowledge distillation may lead to a systematic degradation of safety alignment. We thus argue that safety must be treated as an explicit constraint or a core optimization objective during these stages, not merely subordinated to the pursuit of general capability. Third, we reveal a pronounced vulnerability: employing a CoT attack via a response prefix can elevate the attack success rate by 3.34x on average and from 0.6% to 96.3% for Seed-OSS-36B-Instruct. This critical finding underscores the safety risks inherent in text-completion interfaces and features that allow user-defined response prefixes in LLM services, highlighting an urgent need for architectural and deployment safeguards. Fourth, roleplay, prompt injection, and gradient-based search for adversarial prompts are the predominant methodologies for eliciting unaligned behaviors in modern models.

Holistic Safety and Responsibility Evaluations of Advanced AI Models

Safety and responsibility evaluations of advanced AI models are a critical but developing field of research and practice. In the development of Google DeepMind's advanced AI models, we innovated on and applied a broad set of approaches to safety evaluation. In this report, we summarise and share elements of our evolving approach as well as lessons learned for a broad audience. Key lessons learned include: First, theoretical underpinnings and frameworks are invaluable to organise the breadth of risk domains, modalities, forms, metrics, and goals. Second, theory and practice of safety evaluation development each benefit from collaboration to clarify goals, methods and challenges, and facilitate the transfer of insights between different stakeholders and disciplines. Third, similar key methods, lessons, and institutions apply across the range of concerns in responsibility and safety - including established and emerging harms. For this reason it is important that a wide range of actors working on safety evaluation and safety research communities work together to develop, refine and implement novel evaluation approaches and best practices, rather than operating in silos. The report concludes with outlining the clear need to rapidly advance the science of evaluations, to integrate new evaluations into the development and governance of AI, to establish scientifically-grounded norms and standards, and to promote a robust evaluation ecosystem.

SaFeR-VLM: Toward Safety-aware Fine-grained Reasoning in Multimodal Models

Multimodal Large Reasoning Models (MLRMs) demonstrate impressive cross-modal reasoning but often amplify safety risks under adversarial or unsafe prompts, a phenomenon we call the Reasoning Tax. Existing defenses mainly act at the output level and do not constrain the reasoning process, leaving models exposed to implicit risks. In this paper, we propose SaFeR-VLM, a safety-aligned reinforcement learning framework that embeds safety directly into multimodal reasoning. The framework integrates four components: (I) QI-Safe-10K, a curated dataset emphasizing safety-critical and reasoning-sensitive cases; (II) safety-aware rollout, where unsafe generations undergo reflection and correction instead of being discarded; (III) structured reward modeling with multi-dimensional weighted criteria and explicit penalties for hallucinations and contradictions; and (IV) GRPO optimization, which reinforces both safe and corrected trajectories. This unified design shifts safety from a passive safeguard to an active driver of reasoning, enabling scalable and generalizable safety-aware reasoning. SaFeR-VLM further demonstrates robustness against both explicit and implicit risks, supporting dynamic and interpretable safety decisions beyond surface-level filtering. SaFeR-VLM-3B achieves average performance 70.13 and 78.97 on safety and helpfulness across six benchmarks, surpassing both same-scale and >10times larger models such as Skywork-R1V3-38B, Qwen2.5VL-72B, and GLM4.5V-106B. Remarkably, SaFeR-VLM-7B benefits from its increased scale to surpass GPT-5-mini and Gemini-2.5-Flash by 6.47 and 16.76 points respectively on safety metrics, achieving this improvement without any degradation in helpfulness performance. A Comprehensive Survey in LLM(-Agent) Full Stack Safety: Data, Training and Deployment

The remarkable success of Large Language Models (LLMs) has illuminated a promising pathway toward achieving Artificial General Intelligence for both academic and industrial communities, owing to their unprecedented performance across various applications. As LLMs continue to gain prominence in both research and commercial domains, their security and safety implications have become a growing concern, not only for researchers and corporations but also for every nation. Currently, existing surveys on LLM safety primarily focus on specific stages of the LLM lifecycle, e.g., deployment phase or fine-tuning phase, lacking a comprehensive understanding of the entire "lifechain" of LLMs. To address this gap, this paper introduces, for the first time, the concept of "full-stack" safety to systematically consider safety issues throughout the entire process of LLM training, deployment, and eventual commercialization. Compared to the off-the-shelf LLM safety surveys, our work demonstrates several distinctive advantages: (I) Comprehensive Perspective. We define the complete LLM lifecycle as encompassing data preparation, pre-training, post-training, deployment and final commercialization. To our knowledge, this represents the first safety survey to encompass the entire lifecycle of LLMs. (II) Extensive Literature Support. Our research is grounded in an exhaustive review of over 800+ papers, ensuring comprehensive coverage and systematic organization of security issues within a more holistic understanding. (III) Unique Insights. Through systematic literature analysis, we have developed reliable roadmaps and perspectives for each chapter. Our work identifies promising research directions, including safety in data generation, alignment techniques, model editing, and LLM-based agent systems. These insights provide valuable guidance for researchers pursuing future work in this field.

Reliability Assessment and Safety Arguments for Machine Learning Components in System Assurance

The increasing use of Machine Learning (ML) components embedded in autonomous systems -- so-called Learning-Enabled Systems (LESs) -- has resulted in the pressing need to assure their functional safety. As for traditional functional safety, the emerging consensus within both, industry and academia, is to use assurance cases for this purpose. Typically assurance cases support claims of reliability in support of safety, and can be viewed as a structured way of organising arguments and evidence generated from safety analysis and reliability modelling activities. While such assurance activities are traditionally guided by consensus-based standards developed from vast engineering experience, LESs pose new challenges in safety-critical application due to the characteristics and design of ML models. In this article, we first present an overall assurance framework for LESs with an emphasis on quantitative aspects, e.g., breaking down system-level safety targets to component-level requirements and supporting claims stated in reliability metrics. We then introduce a novel model-agnostic Reliability Assessment Model (RAM) for ML classifiers that utilises the operational profile and robustness verification evidence. We discuss the model assumptions and the inherent challenges of assessing ML reliability uncovered by our RAM and propose solutions to practical use. Probabilistic safety argument templates at the lower ML component-level are also developed based on the RAM. Finally, to evaluate and demonstrate our methods, we not only conduct experiments on synthetic/benchmark datasets but also scope our methods with case studies on simulated Autonomous Underwater Vehicles and physical Unmanned Ground Vehicles.

SafeScientist: Toward Risk-Aware Scientific Discoveries by LLM Agents

Recent advancements in large language model (LLM) agents have significantly accelerated scientific discovery automation, yet concurrently raised critical ethical and safety concerns. To systematically address these challenges, we introduce SafeScientist, an innovative AI scientist framework explicitly designed to enhance safety and ethical responsibility in AI-driven scientific exploration. SafeScientist proactively refuses ethically inappropriate or high-risk tasks and rigorously emphasizes safety throughout the research process. To achieve comprehensive safety oversight, we integrate multiple defensive mechanisms, including prompt monitoring, agent-collaboration monitoring, tool-use monitoring, and an ethical reviewer component. Complementing SafeScientist, we propose SciSafetyBench, a novel benchmark specifically designed to evaluate AI safety in scientific contexts, comprising 240 high-risk scientific tasks across 6 domains, alongside 30 specially designed scientific tools and 120 tool-related risk tasks. Extensive experiments demonstrate that SafeScientist significantly improves safety performance by 35\% compared to traditional AI scientist frameworks, without compromising scientific output quality. Additionally, we rigorously validate the robustness of our safety pipeline against diverse adversarial attack methods, further confirming the effectiveness of our integrated approach. AIR-Bench 2024: A Safety Benchmark Based on Risk Categories from Regulations and Policies

Foundation models (FMs) provide societal benefits but also amplify risks. Governments, companies, and researchers have proposed regulatory frameworks, acceptable use policies, and safety benchmarks in response. However, existing public benchmarks often define safety categories based on previous literature, intuitions, or common sense, leading to disjointed sets of categories for risks specified in recent regulations and policies, which makes it challenging to evaluate and compare FMs across these benchmarks. To bridge this gap, we introduce AIR-Bench 2024, the first AI safety benchmark aligned with emerging government regulations and company policies, following the regulation-based safety categories grounded in our AI risks study, AIR 2024. AIR 2024 decomposes 8 government regulations and 16 company policies into a four-tiered safety taxonomy with 314 granular risk categories in the lowest tier. AIR-Bench 2024 contains 5,694 diverse prompts spanning these categories, with manual curation and human auditing to ensure quality. We evaluate leading language models on AIR-Bench 2024, uncovering insights into their alignment with specified safety concerns. By bridging the gap between public benchmarks and practical AI risks, AIR-Bench 2024 provides a foundation for assessing model safety across jurisdictions, fostering the development of safer and more responsible AI systems.

SOSBENCH: Benchmarking Safety Alignment on Scientific Knowledge

Large language models (LLMs) exhibit advancing capabilities in complex tasks, such as reasoning and graduate-level question answering, yet their resilience against misuse, particularly involving scientifically sophisticated risks, remains underexplored. Existing safety benchmarks typically focus either on instructions requiring minimal knowledge comprehension (e.g., ``tell me how to build a bomb") or utilize prompts that are relatively low-risk (e.g., multiple-choice or classification tasks about hazardous content). Consequently, they fail to adequately assess model safety when handling knowledge-intensive, hazardous scenarios. To address this critical gap, we introduce SOSBench, a regulation-grounded, hazard-focused benchmark encompassing six high-risk scientific domains: chemistry, biology, medicine, pharmacology, physics, and psychology. The benchmark comprises 3,000 prompts derived from real-world regulations and laws, systematically expanded via an LLM-assisted evolutionary pipeline that introduces diverse, realistic misuse scenarios (e.g., detailed explosive synthesis instructions involving advanced chemical formulas). We evaluate frontier models within a unified evaluation framework using our SOSBench. Despite their alignment claims, advanced models consistently disclose policy-violating content across all domains, demonstrating alarmingly high rates of harmful responses (e.g., 79.1% for Deepseek-R1 and 47.3% for GPT-4.1). These results highlight significant safety alignment deficiencies and underscore urgent concerns regarding the responsible deployment of powerful LLMs.

OffTopicEval: When Large Language Models Enter the Wrong Chat, Almost Always!

Large Language Model (LLM) safety is one of the most pressing challenges for enabling wide-scale deployment. While most studies and global discussions focus on generic harms, such as models assisting users in harming themselves or others, enterprises face a more fundamental concern: whether LLM-based agents are safe for their intended use case. To address this, we introduce operational safety, defined as an LLM's ability to appropriately accept or refuse user queries when tasked with a specific purpose. We further propose OffTopicEval, an evaluation suite and benchmark for measuring operational safety both in general and within specific agentic use cases. Our evaluations on six model families comprising 20 open-weight LLMs reveal that while performance varies across models, all of them remain highly operationally unsafe. Even the strongest models -- Qwen-3 (235B) with 77.77\% and Mistral (24B) with 79.96\% -- fall far short of reliable operational safety, while GPT models plateau in the 62--73\% range, Phi achieves only mid-level scores (48--70\%), and Gemma and Llama-3 collapse to 39.53\% and 23.84\%, respectively. While operational safety is a core model alignment issue, to suppress these failures, we propose prompt-based steering methods: query grounding (Q-ground) and system-prompt grounding (P-ground), which substantially improve OOD refusal. Q-ground provides consistent gains of up to 23\%, while P-ground delivers even larger boosts, raising Llama-3.3 (70B) by 41\% and Qwen-3 (30B) by 27\%. These results highlight both the urgent need for operational safety interventions and the promise of prompt-based steering as a first step toward more reliable LLM-based agents.

Qwen3Guard Technical Report

As large language models (LLMs) become more capable and widely used, ensuring the safety of their outputs is increasingly critical. Existing guardrail models, though useful in static evaluation settings, face two major limitations in real-world applications: (1) they typically output only binary "safe/unsafe" labels, which can be interpreted inconsistently across diverse safety policies, rendering them incapable of accommodating varying safety tolerances across domains; and (2) they require complete model outputs before performing safety checks, making them fundamentally incompatible with streaming LLM inference, thereby preventing timely intervention during generation and increasing exposure to harmful partial outputs. To address these challenges, we present Qwen3Guard, a series of multilingual safety guardrail models with two specialized variants: Generative Qwen3Guard, which casts safety classification as an instruction-following task to enable fine-grained tri-class judgments (safe, controversial, unsafe); and Stream Qwen3Guard, which introduces a token-level classification head for real-time safety monitoring during incremental text generation. Both variants are available in three sizes (0.6B, 4B, and 8B parameters) and support up to 119 languages and dialects, providing comprehensive, scalable, and low-latency safety moderation for global LLM deployments. Evaluated across English, Chinese, and multilingual benchmarks, Qwen3Guard achieves state-of-the-art performance in both prompt and response safety classification. All models are released under the Apache 2.0 license for public use.

A safety realignment framework via subspace-oriented model fusion for large language models

The current safeguard mechanisms for large language models (LLMs) are indeed susceptible to jailbreak attacks, making them inherently fragile. Even the process of fine-tuning on apparently benign data for downstream tasks can jeopardize safety. One potential solution is to conduct safety fine-tuning subsequent to downstream fine-tuning. However, there's a risk of catastrophic forgetting during safety fine-tuning, where LLMs may regain safety measures but lose the task-specific knowledge acquired during downstream fine-tuning. In this paper, we introduce a safety realignment framework through subspace-oriented model fusion (SOMF), aiming to combine the safeguard capabilities of initially aligned model and the current fine-tuned model into a realigned model. Our approach begins by disentangling all task vectors from the weights of each fine-tuned model. We then identify safety-related regions within these vectors by subspace masking techniques. Finally, we explore the fusion of the initial safely aligned LLM with all task vectors based on the identified safety subspace. We validate that our safety realignment framework satisfies the safety requirements of a single fine-tuned model as well as multiple models during their fusion. Our findings confirm that SOMF preserves safety without notably compromising performance on downstream tasks, including instruction following in Chinese, English, and Hindi, as well as problem-solving capabilities in Code and Math.

SafeChain: Safety of Language Models with Long Chain-of-Thought Reasoning Capabilities

Emerging large reasoning models (LRMs), such as DeepSeek-R1 models, leverage long chain-of-thought (CoT) reasoning to generate structured intermediate steps, enhancing their reasoning capabilities. However, long CoT does not inherently guarantee safe outputs, potentially leading to harmful consequences such as the introduction of security vulnerabilities in code or the spread of misinformation. Current research on large language model (LLM) safety usually focuses on short-answer responses, overlooking the long CoT style outputs of LRMs. To bridge this gap, we conduct a systematic study of LRM safety. First, we investigate safety evaluators calibrated against human annotations. Using our newly developed metrics, we thoroughly assess the safety of 12 state-of-the-art LRMs on StrongReject and WildJailbreak datasets. Our results show that LRMs are not safe compared to their reasoning advance. Further, we perform a fine-grained analysis of the reasoning trace and final answer. We find that three decoding strategies-ZeroThink, LessThink, and MoreThink-can improve model safety without additional training. However, these strategies either use constrained reasoning traces or incur high inference costs. To better strengthen LRM safety, we introduce SafeChain, the first-of-its-kind safety training dataset in CoT style. We fine-tune two LRMs with SafeChain, showing that it not only enhances model safety but also preserves performance across 6 reasoning benchmarks.

TeleAI-Safety: A comprehensive LLM jailbreaking benchmark towards attacks, defenses, and evaluations

While the deployment of large language models (LLMs) in high-value industries continues to expand, the systematic assessment of their safety against jailbreak and prompt-based attacks remains insufficient. Existing safety evaluation benchmarks and frameworks are often limited by an imbalanced integration of core components (attack, defense, and evaluation methods) and an isolation between flexible evaluation frameworks and standardized benchmarking capabilities. These limitations hinder reliable cross-study comparisons and create unnecessary overhead for comprehensive risk assessment. To address these gaps, we present TeleAI-Safety, a modular and reproducible framework coupled with a systematic benchmark for rigorous LLM safety evaluation. Our framework integrates a broad collection of 19 attack methods (including one self-developed method), 29 defense methods, and 19 evaluation methods (including one self-developed method). With a curated attack corpus of 342 samples spanning 12 distinct risk categories, the TeleAI-Safety benchmark conducts extensive evaluations across 14 target models. The results reveal systematic vulnerabilities and model-specific failure cases, highlighting critical trade-offs between safety and utility, and identifying potential defense patterns for future optimization. In practical scenarios, TeleAI-Safety can be flexibly adjusted with customized attack, defense, and evaluation combinations to meet specific demands. We release our complete code and evaluation results to facilitate reproducible research and establish unified safety baselines.

Frontier AI Regulation: Managing Emerging Risks to Public Safety

Advanced AI models hold the promise of tremendous benefits for humanity, but society needs to proactively manage the accompanying risks. In this paper, we focus on what we term "frontier AI" models: highly capable foundation models that could possess dangerous capabilities sufficient to pose severe risks to public safety. Frontier AI models pose a distinct regulatory challenge: dangerous capabilities can arise unexpectedly; it is difficult to robustly prevent a deployed model from being misused; and, it is difficult to stop a model's capabilities from proliferating broadly. To address these challenges, at least three building blocks for the regulation of frontier models are needed: (1) standard-setting processes to identify appropriate requirements for frontier AI developers, (2) registration and reporting requirements to provide regulators with visibility into frontier AI development processes, and (3) mechanisms to ensure compliance with safety standards for the development and deployment of frontier AI models. Industry self-regulation is an important first step. However, wider societal discussions and government intervention will be needed to create standards and to ensure compliance with them. We consider several options to this end, including granting enforcement powers to supervisory authorities and licensure regimes for frontier AI models. Finally, we propose an initial set of safety standards. These include conducting pre-deployment risk assessments; external scrutiny of model behavior; using risk assessments to inform deployment decisions; and monitoring and responding to new information about model capabilities and uses post-deployment. We hope this discussion contributes to the broader conversation on how to balance public safety risks and innovation benefits from advances at the frontier of AI development.

LabSafety Bench: Benchmarking LLMs on Safety Issues in Scientific Labs

Laboratory accidents pose significant risks to human life and property, underscoring the importance of robust safety protocols. Despite advancements in safety training, laboratory personnel may still unknowingly engage in unsafe practices. With the increasing reliance on large language models (LLMs) for guidance in various fields, including laboratory settings, there is a growing concern about their reliability in critical safety-related decision-making. Unlike trained human researchers, LLMs lack formal lab safety education, raising questions about their ability to provide safe and accurate guidance. Existing research on LLM trustworthiness primarily focuses on issues such as ethical compliance, truthfulness, and fairness but fails to fully cover safety-critical real-world applications, like lab safety. To address this gap, we propose the Laboratory Safety Benchmark (LabSafety Bench), a comprehensive evaluation framework based on a new taxonomy aligned with Occupational Safety and Health Administration (OSHA) protocols. This benchmark includes 765 multiple-choice questions verified by human experts, assessing LLMs and vision language models (VLMs) performance in lab safety contexts. Our evaluations demonstrate that while GPT-4o outperforms human participants, it is still prone to critical errors, highlighting the risks of relying on LLMs in safety-critical environments. Our findings emphasize the need for specialized benchmarks to accurately assess the trustworthiness of LLMs in real-world safety applications.

SimpleSafetyTests: a Test Suite for Identifying Critical Safety Risks in Large Language Models

The past year has seen rapid acceleration in the development of large language models (LLMs). However, without proper steering and safeguards, LLMs will readily follow malicious instructions, provide unsafe advice, and generate toxic content. We introduce SimpleSafetyTests (SST) as a new test suite for rapidly and systematically identifying such critical safety risks. The test suite comprises 100 test prompts across five harm areas that LLMs, for the vast majority of applications, should refuse to comply with. We test 11 open-access and open-source LLMs and four closed-source LLMs, and find critical safety weaknesses. While some of the models do not give a single unsafe response, most give unsafe responses to more than 20% of the prompts, with over 50% unsafe responses in the extreme. Prepending a safety-emphasising system prompt substantially reduces the occurrence of unsafe responses, but does not completely stop them from happening. Trained annotators labelled every model response to SST (n = 3,000). We use these annotations to evaluate five AI safety filters (which assess whether a models' response is unsafe given a prompt) as a way of automatically evaluating models' performance on SST. The filters' performance varies considerably. There are also differences across the five harm areas, and on the unsafe versus safe responses. The widely-used Perspective API has 72% accuracy and a newly-created zero-shot prompt to OpenAI's GPT-4 performs best with 89% accuracy. How Should We Enhance the Safety of Large Reasoning Models: An Empirical Study

Large Reasoning Models (LRMs) have achieved remarkable success on reasoning-intensive tasks such as mathematics and programming. However, their enhanced reasoning capabilities do not necessarily translate to improved safety performance-and in some cases, may even degrade it. This raises an important research question: how can we enhance the safety of LRMs? In this paper, we present a comprehensive empirical study on how to enhance the safety of LRMs through Supervised Fine-Tuning (SFT). Our investigation begins with an unexpected observation: directly distilling safe responses from DeepSeek-R1 fails to significantly enhance safety. We analyze this phenomenon and identify three key failure patterns that contribute to it. We then demonstrate that explicitly addressing these issues during the data distillation process can lead to substantial safety improvements. Next, we explore whether a long and complex reasoning process is necessary for achieving safety. Interestingly, we find that simply using short or template-based reasoning process can attain comparable safety performance-and are significantly easier for models to learn than more intricate reasoning chains. These findings prompt a deeper reflection on the role of reasoning in ensuring safety. Finally, we find that mixing math reasoning data during safety fine-tuning is helpful to balance safety and over-refusal. Controllable Safety Alignment: Inference-Time Adaptation to Diverse Safety Requirements

The current paradigm for safety alignment of large language models (LLMs) follows a one-size-fits-all approach: the model refuses to interact with any content deemed unsafe by the model provider. This approach lacks flexibility in the face of varying social norms across cultures and regions. In addition, users may have diverse safety needs, making a model with static safety standards too restrictive to be useful, as well as too costly to be re-aligned. We propose Controllable Safety Alignment (CoSA), a framework designed to adapt models to diverse safety requirements without re-training. Instead of aligning a fixed model, we align models to follow safety configs -- free-form natural language descriptions of the desired safety behaviors -- that are provided as part of the system prompt. To adjust model safety behavior, authorized users only need to modify such safety configs at inference time. To enable that, we propose CoSAlign, a data-centric method for aligning LLMs to easily adapt to diverse safety configs. Furthermore, we devise a novel controllability evaluation protocol that considers both helpfulness and configured safety, summarizing them into CoSA-Score, and construct CoSApien, a human-authored benchmark that consists of real-world LLM use cases with diverse safety requirements and corresponding evaluation prompts. We show that CoSAlign leads to substantial gains of controllability over strong baselines including in-context alignment. Our framework encourages better representation and adaptation to pluralistic human values in LLMs, and thereby increasing their practicality.

SafeKey: Amplifying Aha-Moment Insights for Safety Reasoning

Large Reasoning Models (LRMs) introduce a new generation paradigm of explicitly reasoning before answering, leading to remarkable improvements in complex tasks. However, they pose great safety risks against harmful queries and adversarial attacks. While recent mainstream safety efforts on LRMs, supervised fine-tuning (SFT), improve safety performance, we find that SFT-aligned models struggle to generalize to unseen jailbreak prompts. After thorough investigation of LRMs' generation, we identify a safety aha moment that can activate safety reasoning and lead to a safe response. This aha moment typically appears in the `key sentence', which follows models' query understanding process and can indicate whether the model will proceed safely. Based on these insights, we propose SafeKey, including two complementary objectives to better activate the safety aha moment in the key sentence: (1) a Dual-Path Safety Head to enhance the safety signal in the model's internal representations before the key sentence, and (2) a Query-Mask Modeling objective to improve the models' attention on its query understanding, which has important safety hints. Experiments across multiple safety benchmarks demonstrate that our methods significantly improve safety generalization to a wide range of jailbreak attacks and out-of-distribution harmful prompts, lowering the average harmfulness rate by 9.6\%, while maintaining general abilities. Our analysis reveals how SafeKey enhances safety by reshaping internal attention and improving the quality of hidden representations.

Shape it Up! Restoring LLM Safety during Finetuning

Finetuning large language models (LLMs) enables user-specific customization but introduces critical safety risks: even a few harmful examples can compromise safety alignment. A common mitigation strategy is to update the model more strongly on examples deemed safe, while downweighting or excluding those flagged as unsafe. However, because safety context can shift within a single example, updating the model equally on both harmful and harmless parts of a response is suboptimal-a coarse treatment we term static safety shaping. In contrast, we propose dynamic safety shaping (DSS), a framework that uses fine-grained safety signals to reinforce learning from safe segments of a response while suppressing unsafe content. To enable such fine-grained control during finetuning, we introduce a key insight: guardrail models, traditionally used for filtering, can be repurposed to evaluate partial responses, tracking how safety risk evolves throughout the response, segment by segment. This leads to the Safety Trajectory Assessment of Response (STAR), a token-level signal that enables shaping to operate dynamically over the training sequence. Building on this, we present STAR-DSS, guided by STAR scores, that robustly mitigates finetuning risks and delivers substantial safety improvements across diverse threats, datasets, and model families-all without compromising capability on intended tasks. We encourage future safety research to build on dynamic shaping principles for stronger mitigation against evolving finetuning risks.

Automating Safety Enhancement for LLM-based Agents with Synthetic Risk Scenarios

Large Language Model (LLM)-based agents are increasingly deployed in real-world applications such as "digital assistants, autonomous customer service, and decision-support systems", where their ability to "interact in multi-turn, tool-augmented environments" makes them indispensable. However, ensuring the safety of these agents remains a significant challenge due to the diverse and complex risks arising from dynamic user interactions, external tool usage, and the potential for unintended harmful behaviors. To address this critical issue, we propose AutoSafe, the first framework that systematically enhances agent safety through fully automated synthetic data generation. Concretely, 1) we introduce an open and extensible threat model, OTS, which formalizes how unsafe behaviors emerge from the interplay of user instructions, interaction contexts, and agent actions. This enables precise modeling of safety risks across diverse scenarios. 2) we develop a fully automated data generation pipeline that simulates unsafe user behaviors, applies self-reflective reasoning to generate safe responses, and constructs a large-scale, diverse, and high-quality safety training dataset-eliminating the need for hazardous real-world data collection. To evaluate the effectiveness of our framework, we design comprehensive experiments on both synthetic and real-world safety benchmarks. Results demonstrate that AutoSafe boosts safety scores by 45% on average and achieves a 28.91% improvement on real-world tasks, validating the generalization ability of our learned safety strategies. These results highlight the practical advancement and scalability of AutoSafe in building safer LLM-based agents for real-world deployment. AlphaAlign: Incentivizing Safety Alignment with Extremely Simplified Reinforcement Learning

Large language models (LLMs), despite possessing latent safety understanding from their vast pretraining data, remain vulnerable to generating harmful content and exhibit issues such as over-refusal and utility degradation after safety alignment. Current safety alignment methods often result in superficial refusal shortcuts or rely on intensive supervision for reasoning-based approaches, failing to fully leverage the model's intrinsic safety self-awareness. We propose AlphaAlign, a simple yet effective pure reinforcement learning (RL) framework with verifiable safety reward designed to incentivize this latent safety awareness through proactive safety reasoning.} AlphaAlign employs a dual-reward system: a verifiable safety reward encourages correctly formatted and explicitly justified refusals for harmful queries while penalizing over-refusals, and a normalized helpfulness reward guides high-quality responses to benign inputs. This allows the model to develop proactive safety reasoning capabilities without depending on supervised safety-specific reasoning data. AlphaAlign demonstrates three key advantages: (1) Simplicity and efficiency, requiring only binary prompt safety labels and minimal RL steps for substantial improvements. (2) Breaking the safety-utility trade-off, by enhancing refusal of harmful content and reducing over-refusals, while simultaneously maintaining or even improving general task performance and robustness to unseen jailbreaks. (3) Deep alignment, fostering proactive safety reasoning that generates explicit safety rationales rather than relying on shallow refusal patterns.

Omni-SafetyBench: A Benchmark for Safety Evaluation of Audio-Visual Large Language Models

The rise of Omni-modal Large Language Models (OLLMs), which integrate visual and auditory processing with text, necessitates robust safety evaluations to mitigate harmful outputs. However, no dedicated benchmarks currently exist for OLLMs, and prior benchmarks designed for other LLMs lack the ability to assess safety performance under audio-visual joint inputs or cross-modal safety consistency. To fill this gap, we introduce Omni-SafetyBench, the first comprehensive parallel benchmark for OLLM safety evaluation, featuring 24 modality combinations and variations with 972 samples each, including dedicated audio-visual harm cases. Considering OLLMs' comprehension challenges with complex omni-modal inputs and the need for cross-modal consistency evaluation, we propose tailored metrics: a Safety-score based on conditional Attack Success Rate (C-ASR) and Refusal Rate (C-RR) to account for comprehension failures, and a Cross-Modal Safety Consistency Score (CMSC-score) to measure consistency across modalities. Evaluating 6 open-source and 4 closed-source OLLMs reveals critical vulnerabilities: (1) no model excels in both overall safety and consistency, with only 3 models achieving over 0.6 in both metrics and top performer scoring around 0.8; (2) safety defenses weaken with complex inputs, especially audio-visual joints; (3) severe weaknesses persist, with some models scoring as low as 0.14 on specific modalities. Our benchmark and metrics highlight urgent needs for enhanced OLLM safety, providing a foundation for future improvements.

SafeCOMM: What about Safety Alignment in Fine-Tuned Telecom Large Language Models?

Fine-tuning large language models (LLMs) for telecom tasks and datasets is a common practice to adapt general-purpose models to the telecom domain. However, little attention has been paid to how this process may compromise model safety. Recent research has shown that even benign fine-tuning can degrade the safety alignment of LLMs, causing them to respond to harmful or unethical user queries. In this paper, we investigate this issue for telecom-tuned LLMs using three representative datasets featured by the GenAINet initiative. We show that safety degradation persists even for structured and seemingly harmless datasets such as 3GPP standards and tabular records, indicating that telecom-specific data is not immune to safety erosion during fine-tuning. We further extend our analysis to publicly available Telecom LLMs trained via continual pre-training, revealing that safety alignment is often severely lacking, primarily due to the omission of safety-focused instruction tuning. To address these issues in both fine-tuned and pre-trained models, we conduct extensive experiments and evaluate three safety realignment defenses (SafeInstruct, SafeLoRA, and SafeMERGE) using established red-teaming benchmarks. The results show that, across all settings, the proposed defenses can effectively restore safety after harmful degradation without compromising downstream task performance, leading to Safe teleCOMMunication (SafeCOMM) models. In a nutshell, our work serves as a diagnostic study and practical guide for safety realignment in telecom-tuned LLMs, and emphasizes the importance of safety-aware instruction and fine-tuning for real-world deployments of Telecom LLMs.

The Devil Behind Moltbook: Anthropic Safety is Always Vanishing in Self-Evolving AI Societies

The emergence of multi-agent systems built from large language models (LLMs) offers a promising paradigm for scalable collective intelligence and self-evolution. Ideally, such systems would achieve continuous self-improvement in a fully closed loop while maintaining robust safety alignment--a combination we term the self-evolution trilemma. However, we demonstrate both theoretically and empirically that an agent society satisfying continuous self-evolution, complete isolation, and safety invariance is impossible. Drawing on an information-theoretic framework, we formalize safety as the divergence degree from anthropic value distributions. We theoretically demonstrate that isolated self-evolution induces statistical blind spots, leading to the irreversible degradation of the system's safety alignment. Empirical and qualitative results from an open-ended agent community (Moltbook) and two closed self-evolving systems reveal phenomena that align with our theoretical prediction of inevitable safety erosion. We further propose several solution directions to alleviate the identified safety concern. Our work establishes a fundamental limit on the self-evolving AI societies and shifts the discourse from symptom-driven safety patches to a principled understanding of intrinsic dynamical risks, highlighting the need for external oversight or novel safety-preserving mechanisms.

AEGIS: Online Adaptive AI Content Safety Moderation with Ensemble of LLM Experts

As Large Language Models (LLMs) and generative AI become more widespread, the content safety risks associated with their use also increase. We find a notable deficiency in high-quality content safety datasets and benchmarks that comprehensively cover a wide range of critical safety areas. To address this, we define a broad content safety risk taxonomy, comprising 13 critical risk and 9 sparse risk categories. Additionally, we curate AEGISSAFETYDATASET, a new dataset of approximately 26, 000 human-LLM interaction instances, complete with human annotations adhering to the taxonomy. We plan to release this dataset to the community to further research and to help benchmark LLM models for safety. To demonstrate the effectiveness of the dataset, we instruction-tune multiple LLM-based safety models. We show that our models (named AEGISSAFETYEXPERTS), not only surpass or perform competitively with the state-of-the-art LLM-based safety models and general purpose LLMs, but also exhibit robustness across multiple jail-break attack categories. We also show how using AEGISSAFETYDATASET during the LLM alignment phase does not negatively impact the performance of the aligned models on MT Bench scores. Furthermore, we propose AEGIS, a novel application of a no-regret online adaptation framework with strong theoretical guarantees, to perform content moderation with an ensemble of LLM content safety experts in deployment

A Different Approach to AI Safety: Proceedings from the Columbia Convening on Openness in Artificial Intelligence and AI Safety

The rapid rise of open-weight and open-source foundation models is intensifying the obligation and reshaping the opportunity to make AI systems safe. This paper reports outcomes from the Columbia Convening on AI Openness and Safety (San Francisco, 19 Nov 2024) and its six-week preparatory programme involving more than forty-five researchers, engineers, and policy leaders from academia, industry, civil society, and government. Using a participatory, solutions-oriented process, the working groups produced (i) a research agenda at the intersection of safety and open source AI; (ii) a mapping of existing and needed technical interventions and open source tools to safely and responsibly deploy open foundation models across the AI development workflow; and (iii) a mapping of the content safety filter ecosystem with a proposed roadmap for future research and development. We find that openness -- understood as transparent weights, interoperable tooling, and public governance -- can enhance safety by enabling independent scrutiny, decentralized mitigation, and culturally plural oversight. However, significant gaps persist: scarce multimodal and multilingual benchmarks, limited defenses against prompt-injection and compositional attacks in agentic systems, and insufficient participatory mechanisms for communities most affected by AI harms. The paper concludes with a roadmap of five priority research directions, emphasizing participatory inputs, future-proof content filters, ecosystem-wide safety infrastructure, rigorous agentic safeguards, and expanded harm taxonomies. These recommendations informed the February 2025 French AI Action Summit and lay groundwork for an open, plural, and accountable AI safety discipline.

Navigating the Safety Landscape: Measuring Risks in Finetuning Large Language Models

Safety alignment is crucial to ensure that large language models (LLMs) behave in ways that align with human preferences and prevent harmful actions during inference. However, recent studies show that the alignment can be easily compromised through finetuning with only a few adversarially designed training examples. We aim to measure the risks in finetuning LLMs through navigating the LLM safety landscape. We discover a new phenomenon observed universally in the model parameter space of popular open-source LLMs, termed as "safety basin": random perturbations to model weights maintain the safety level of the original aligned model within its local neighborhood. However, outside this local region, safety is fully compromised, exhibiting a sharp, step-like drop. This safety basin contrasts sharply with the LLM capability landscape, where model performance peaks at the origin and gradually declines as random perturbation increases. Our discovery inspires us to propose the new VISAGE safety metric that measures the safety in LLM finetuning by probing its safety landscape. Visualizing the safety landscape of the aligned model enables us to understand how finetuning compromises safety by dragging the model away from the safety basin. The LLM safety landscape also highlights the system prompt's critical role in protecting a model, and that such protection transfers to its perturbed variants within the safety basin. Personalized Safety in LLMs: A Benchmark and A Planning-Based Agent Approach

Large language models (LLMs) typically generate identical or similar responses for all users given the same prompt, posing serious safety risks in high-stakes applications where user vulnerabilities differ widely. Existing safety evaluations primarily rely on context-independent metrics - such as factuality, bias, or toxicity - overlooking the fact that the same response may carry divergent risks depending on the user's background or condition. We introduce personalized safety to fill this gap and present PENGUIN - a benchmark comprising 14,000 scenarios across seven sensitive domains with both context-rich and context-free variants. Evaluating six leading LLMs, we demonstrate that personalized user information significantly improves safety scores by 43.2%, confirming the effectiveness of personalization in safety alignment. However, not all context attributes contribute equally to safety enhancement. To address this, we develop RAISE - a training-free, two-stage agent framework that strategically acquires user-specific background. RAISE improves safety scores by up to 31.6% over six vanilla LLMs, while maintaining a low interaction cost of just 2.7 user queries on average. Our findings highlight the importance of selective information gathering in safety-critical domains and offer a practical solution for personalizing LLM responses without model retraining. This work establishes a foundation for safety research that adapts to individual user contexts rather than assuming a universal harm standard.

Efficient Switchable Safety Control in LLMs via Magic-Token-Guided Co-Training

Current methods for content safety in Large Language Models (LLMs), such as Supervised Fine-Tuning (SFT) and Reinforcement Learning from Human Feedback (RLHF), often rely on multi-stage training pipelines and lack fine-grained, post-deployment controllability. To address these limitations, we propose a unified co-training framework that efficiently integrates multiple safety behaviors: positive (lawful/prosocial), negative (unfiltered/risk-prone) and rejective (refusal-oriented/conservative) within a single SFT stage. Notably, each behavior is dynamically activated via a simple system-level instruction, or magic token, enabling stealthy and efficient behavioral switching at inference time. This flexibility supports diverse deployment scenarios, such as positive for safe user interaction, negative for internal red-teaming, and rejective for context-aware refusals triggered by upstream moderation signals. This co-training strategy induces a distinct Safety Alignment Margin in the output space, characterized by well-separated response distributions corresponding to each safety mode. The existence of this margin provides empirical evidence for the model's safety robustness and enables unprecedented fine-grained control. Experiments show that our method matches the safety alignment quality of SFT+DPO, with our 8B model notably surpassing DeepSeek-R1 (671B) in safety performance, while significantly reducing both training complexity and deployment costs. This work presents a scalable, efficient, and highly controllable solution for LLM content safety.

Aegis2.0: A Diverse AI Safety Dataset and Risks Taxonomy for Alignment of LLM Guardrails

As Large Language Models (LLMs) and generative AI become increasingly widespread, concerns about content safety have grown in parallel. Currently, there is a clear lack of high-quality, human-annotated datasets that address the full spectrum of LLM-related safety risks and are usable for commercial applications. To bridge this gap, we propose a comprehensive and adaptable taxonomy for categorizing safety risks, structured into 12 top-level hazard categories with an extension to 9 fine-grained subcategories. This taxonomy is designed to meet the diverse requirements of downstream users, offering more granular and flexible tools for managing various risk types. Using a hybrid data generation pipeline that combines human annotations with a multi-LLM "jury" system to assess the safety of responses, we obtain Aegis 2.0, a carefully curated collection of 34,248 samples of human-LLM interactions, annotated according to our proposed taxonomy. To validate its effectiveness, we demonstrate that several lightweight models, trained using parameter-efficient techniques on Aegis 2.0, achieve performance competitive with leading safety models fully fine-tuned on much larger, non-commercial datasets. In addition, we introduce a novel training blend that combines safety with topic following data.This approach enhances the adaptability of guard models, enabling them to generalize to new risk categories defined during inference. We plan to open-source Aegis 2.0 data and models to the research community to aid in the safety guardrailing of LLMs.

Forbidden Science: Dual-Use AI Challenge Benchmark and Scientific Refusal Tests

The development of robust safety benchmarks for large language models requires open, reproducible datasets that can measure both appropriate refusal of harmful content and potential over-restriction of legitimate scientific discourse. We present an open-source dataset and testing framework for evaluating LLM safety mechanisms across mainly controlled substance queries, analyzing four major models' responses to systematically varied prompts. Our results reveal distinct safety profiles: Claude-3.5-sonnet demonstrated the most conservative approach with 73% refusals and 27% allowances, while Mistral attempted to answer 100% of queries. GPT-3.5-turbo showed moderate restriction with 10% refusals and 90% allowances, and Grok-2 registered 20% refusals and 80% allowances. Testing prompt variation strategies revealed decreasing response consistency, from 85% with single prompts to 65% with five variations. This publicly available benchmark enables systematic evaluation of the critical balance between necessary safety restrictions and potential over-censorship of legitimate scientific inquiry, while providing a foundation for measuring progress in AI safety implementation. Chain-of-thought analysis reveals potential vulnerabilities in safety mechanisms, highlighting the complexity of implementing robust safeguards without unduly restricting desirable and valid scientific discourse.

GSPR: Aligning LLM Safeguards as Generalizable Safety Policy Reasoners

As large language models (LLMs) are increasingly integrated into numerous applications across various domains, LLMs' safety becomes a critical concern for both application developers and intended users. Currently, great efforts have been made to develop safety benchmarks with fine-grained taxonomies. However, these benchmarks' taxonomies are disparate with different safety policies. Thus, existing safeguards trained on these benchmarks are either coarse-grained to only distinguish between safe and unsafe, or constrained by the narrow risk taxonomies of a single benchmark. To leverage these fine-grained safety taxonomies across multiple safety benchmarks, in this paper, we propose GSPR, a Generalizable Safety Policy Reasoner to identify unsafe input prompts and LLMs' outputs with violated safety taxonomies through Group Relative Policy Optimization (GRPO). Unlike prior safeguards which only cover a fixed set of risk factors, our GSPR incentivizes its reasoning capability with varied safety taxonomies through our careful cold-start strategy and reward design. Consequently, our GSPR can be trained across multiple safety benchmarks with distinct taxonomies and naturally exhibits powerful generalization ability. We conduct extensive experiments to show that our GSPR significantly improves existing safety guardrails' reasoning capabilities for both safety and category prediction tasks. Moreover, our GSPR not only demonstrates powerful safety generalization abilities but also achieves the least inference token costs with explanations.

PropensityBench: Evaluating Latent Safety Risks in Large Language Models via an Agentic Approach

Recent advances in Large Language Models (LLMs) have sparked concerns over their potential to acquire and misuse dangerous or high-risk capabilities, posing frontier risks. Current safety evaluations primarily test for what a model can do - its capabilities - without assessing what it would do if endowed with high-risk capabilities. This leaves a critical blind spot: models may strategically conceal capabilities or rapidly acquire them, while harboring latent inclinations toward misuse. We argue that propensity - the likelihood of a model to pursue harmful actions if empowered - is a critical, yet underexplored, axis of safety evaluation. We present PropensityBench, a novel benchmark framework that assesses the proclivity of models to engage in risky behaviors when equipped with simulated dangerous capabilities using proxy tools. Our framework includes 5,874 scenarios with 6,648 tools spanning four high-risk domains: cybersecurity, self-proliferation, biosecurity, and chemical security. We simulate access to powerful capabilities via a controlled agentic environment and evaluate the models' choices under varying operational pressures that reflect real-world constraints or incentives models may encounter, such as resource scarcity or gaining more autonomy. Across open-source and proprietary frontier models, we uncover 9 alarming signs of propensity: models frequently choose high-risk tools when under pressure, despite lacking the capability to execute such actions unaided. These findings call for a shift from static capability audits toward dynamic propensity assessments as a prerequisite for deploying frontier AI systems safely. SciSafeEval: A Comprehensive Benchmark for Safety Alignment of Large Language Models in Scientific Tasks

Large language models (LLMs) have had a transformative impact on a variety of scientific tasks across disciplines such as biology, chemistry, medicine, and physics. However, ensuring the safety alignment of these models in scientific research remains an underexplored area, with existing benchmarks primarily focus on textual content and overlooking key scientific representations such as molecular, protein, and genomic languages. Moreover, the safety mechanisms of LLMs in scientific tasks are insufficiently studied. To address these limitations, we introduce SciSafeEval, a comprehensive benchmark designed to evaluate the safety alignment of LLMs across a range of scientific tasks. SciSafeEval spans multiple scientific languages - including textual, molecular, protein, and genomic - and covers a wide range of scientific domains. We evaluate LLMs in zero-shot, few-shot and chain-of-thought settings, and introduce a 'jailbreak' enhancement feature that challenges LLMs equipped with safety guardrails, rigorously testing their defenses against malicious intention. Our benchmark surpasses existing safety datasets in both scale and scope, providing a robust platform for assessing the safety and performance of LLMs in scientific contexts. This work aims to facilitate the responsible development and deployment of LLMs, promoting alignment with safety and ethical standards in scientific research.

Safe RLHF-V: Safe Reinforcement Learning from Human Feedback in Multimodal Large Language Models

Multimodal large language models (MLLMs) are critical for developing general-purpose AI assistants, yet they face growing safety risks. How can we ensure that MLLMs are safely aligned to prevent undesired behaviors such as discrimination, misinformation, or violations of ethical standards? In a further step, we need to explore how to fine-tune MLLMs to enhance reasoning performance while ensuring they satisfy safety constraints. Fundamentally, this can be formulated as a min-max optimization problem. In this study, we propose Safe RLHF-V, the first multimodal safety alignment framework that jointly optimizes helpfulness and safety using separate multimodal reward and cost models within a Lagrangian-based constrained optimization framework. Given that there is a lack of preference datasets that separate helpfulness and safety in multimodal scenarios, we introduce BeaverTails-V, the first open-source dataset with dual preference annotations for helpfulness and safety, along with multi-level safety labels (minor, moderate, severe). Additionally, we design a Multi-level Guardrail System to proactively defend against unsafe queries and adversarial attacks. By applying the Beaver-Guard-V moderation for 5 rounds of filtering and re-generation on the precursor model, the overall safety of the upstream model is significantly improved by an average of 40.9%. Experimental results demonstrate that fine-tuning different MLLMs with Safe RLHF can effectively enhance model helpfulness while ensuring improved safety. Specifically, Safe RLHF-V improves model safety by 34.2% and helpfulness by 34.3%. Saffron-1: Towards an Inference Scaling Paradigm for LLM Safety Assurance

Existing safety assurance research has primarily focused on training-phase alignment to instill safe behaviors into LLMs. However, recent studies have exposed these methods' susceptibility to diverse jailbreak attacks. Concurrently, inference scaling has significantly advanced LLM reasoning capabilities but remains unexplored in the context of safety assurance. Addressing this gap, our work pioneers inference scaling for robust and effective LLM safety against emerging threats. We reveal that conventional inference scaling techniques, despite their success in reasoning tasks, perform poorly in safety contexts, even falling short of basic approaches like Best-of-N Sampling. We attribute this inefficiency to a newly identified challenge, the exploration--efficiency dilemma, arising from the high computational overhead associated with frequent process reward model (PRM) evaluations. To overcome this dilemma, we propose SAFFRON, a novel inference scaling paradigm tailored explicitly for safety assurance. Central to our approach is the introduction of a multifurcation reward model (MRM) that significantly reduces the required number of reward model evaluations. To operationalize this paradigm, we further propose: (i) a partial supervision training objective for MRM, (ii) a conservative exploration constraint to prevent out-of-distribution explorations, and (iii) a Trie-based key--value caching strategy that facilitates cache sharing across sequences during tree search. Extensive experiments validate the effectiveness of our method. Additionally, we publicly release our trained multifurcation reward model (Saffron-1) and the accompanying token-level safety reward dataset (Safety4M) to accelerate future research in LLM safety. Refusal Falls off a Cliff: How Safety Alignment Fails in Reasoning?

Large reasoning models (LRMs) with multi-step reasoning capabilities have shown remarkable problem-solving abilities, yet they exhibit concerning safety vulnerabilities that remain poorly understood. In this work, we investigate why safety alignment fails in reasoning models through a mechanistic interpretability lens. Using a linear probing approach to trace refusal intentions across token positions, we discover a striking phenomenon termed as refusal cliff: many poorly-aligned reasoning models correctly identify harmful prompts and maintain strong refusal intentions during their thinking process, but experience a sharp drop in refusal scores at the final tokens before output generation. This suggests that these models are not inherently unsafe; rather, their refusal intentions are systematically suppressed. Through causal intervention analysis, we identify a sparse set of attention heads that negatively contribute to refusal behavior. Ablating just 3\% of these heads can reduce attack success rates below 10\%. Building on these mechanistic insights, we propose Cliff-as-a-Judge, a novel data selection method that identifies training examples exhibiting the largest refusal cliff to efficiently repair reasoning models' safety alignment. This approach achieves comparable safety improvements using only 1.7\% of the vanilla safety training data, demonstrating a less-is-more effect in safety alignment.

NeST: Neuron Selective Tuning for LLM Safety

Safety alignment is essential for the responsible deployment of large language models (LLMs). Yet, existing approaches often rely on heavyweight fine-tuning that is costly to update, audit, and maintain across model families. Full fine-tuning incurs substantial computational and storage overhead, while parameter-efficient methods such as LoRA trade efficiency for inconsistent safety gains and sensitivity to design choices. Safety intervention mechanisms such as circuit breakers reduce unsafe outputs without modifying model weights, but do not directly shape or preserve the internal representations that govern safety behavior. These limitations hinder rapid and reliable safety updates, particularly in settings where models evolve frequently or must adapt to new policies and domains. We present NeST, a lightweight, structure-aware safety alignment framework that strengthens refusal behavior by selectively adapting a small subset of safety-relevant neurons while freezing the remainder of the model. NeST aligns parameter updates with the internal organization of safety behavior by clustering functionally coherent safety neurons and enforcing shared updates within each cluster, enabling targeted and stable safety adaptation without broad model modification or inference-time overhead. We benchmark NeST against three dominant baselines: full fine-tuning, LoRA-based fine-tuning, and circuit breakers across 10 open-weight LLMs spanning multiple model families and sizes. Across all evaluated models, NeST reduces the attack success rate from an average of 44.5% to 4.36%, corresponding to a 90.2% reduction in unsafe generations, while requiring only 0.44 million trainable parameters on average. This amounts to a 17,310x decrease in updated parameters compared to full fine-tuning and a 9.25x reduction relative to LoRA, while consistently achieving stronger safety performance for alignment.

MobileSafetyBench: Evaluating Safety of Autonomous Agents in Mobile Device Control

Autonomous agents powered by large language models (LLMs) show promising potential in assistive tasks across various domains, including mobile device control. As these agents interact directly with personal information and device settings, ensuring their safe and reliable behavior is crucial to prevent undesirable outcomes. However, no benchmark exists for standardized evaluation of the safety of mobile device-control agents. In this work, we introduce MobileSafetyBench, a benchmark designed to evaluate the safety of device-control agents within a realistic mobile environment based on Android emulators. We develop a diverse set of tasks involving interactions with various mobile applications, including messaging and banking applications. To clearly evaluate safety apart from general capabilities, we design separate tasks measuring safety and tasks evaluating helpfulness. The safety tasks challenge agents with managing potential risks prevalent in daily life and include tests to evaluate robustness against indirect prompt injections. Our experiments demonstrate that while baseline agents, based on state-of-the-art LLMs, perform well in executing helpful tasks, they show poor performance in safety tasks. To mitigate these safety concerns, we propose a prompting method that encourages agents to prioritize safety considerations. While this method shows promise in promoting safer behaviors, there is still considerable room for improvement to fully earn user trust. This highlights the urgent need for continued research to develop more robust safety mechanisms in mobile environments. We open-source our benchmark at: https://mobilesafetybench.github.io/.

Beyond SFT: Reinforcement Learning for Safer Large Reasoning Models with Better Reasoning Ability

Large reasoning models (LRMs) extend large language models by generating explicit chain-of-thought (CoT) reasoning, significantly improving mathematical and logical problem solving. However, this explicit reasoning process also introduces new safety risks, as unsafe behaviors often emerge within intermediate reasoning trajectories, even when final answers appear harmless. Existing safety alignment approaches primarily rely on supervised fine-tuning (SFT) over safety-oriented long CoT datasets. While intuitive, we find that SFT produces inconsistent safety improvements, degrades reasoning ability, and generalizes poorly across model families. These limitations suggest that purely supervised approaches are insufficient for robust safety alignment in LRMs. To address this, we investigate reinforcement learning (RL) as a complementary optimization framework for LRM safety training. Unlike SFT, RL directly optimizes model policies with reward feedback, enabling more adaptive and stable alignment. Extensive experiments across multiple model families and benchmarks show that RL achieves stronger and more consistent safety gains while maintaining reasoning competence. Further analysis of reflection dynamics and token-level entropy reveals that RL suppresses unsafe exploratory reasoning while preserving reflective depth, leading to safer and more reliable reasoning processes.

ST-WebAgentBench: A Benchmark for Evaluating Safety and Trustworthiness in Web Agents

Recent advancements in Web agents have introduced novel architectures and benchmarks showcasing progress in autonomous web navigation and interaction. However, most existing benchmarks prioritize effectiveness and accuracy, overlooking factors like safety and trustworthiness which are essential for deploying web agents in enterprise settings. We present STWebAgentBench, a benchmark designed to evaluate web agents safety and trustworthiness across six critical dimensions, essential for reliability in enterprise applications. This benchmark is grounded in a detailed framework that defines safe and trustworthy (ST) agent behavior. Our work extends WebArena with safety templates and evaluation functions to assess safety policy compliance rigorously. We introduce the Completion Under Policy to measure task success while adhering to policies, alongside the Risk Ratio, which quantifies policy violations across dimensions, providing actionable insights to address safety gaps. Our evaluation reveals that current SOTA agents struggle with policy adherence and cannot yet be relied upon for critical business applications. We open-source this benchmark and invite the community to contribute, with the goal of fostering a new generation of safer, more trustworthy AI agents. AILuminate: Introducing v1.0 of the AI Risk and Reliability Benchmark from MLCommons

The rapid advancement and deployment of AI systems have created an urgent need for standard safety-evaluation frameworks. This paper introduces AILuminate v1.0, the first comprehensive industry-standard benchmark for assessing AI-product risk and reliability. Its development employed an open process that included participants from multiple fields. The benchmark evaluates an AI system's resistance to prompts designed to elicit dangerous, illegal, or undesirable behavior in 12 hazard categories, including violent crimes, nonviolent crimes, sex-related crimes, child sexual exploitation, indiscriminate weapons, suicide and self-harm, intellectual property, privacy, defamation, hate, sexual content, and specialized advice (election, financial, health, legal). Our method incorporates a complete assessment standard, extensive prompt datasets, a novel evaluation framework, a grading and reporting system, and the technical as well as organizational infrastructure for long-term support and evolution. In particular, the benchmark employs an understandable five-tier grading scale (Poor to Excellent) and incorporates an innovative entropy-based system-response evaluation. In addition to unveiling the benchmark, this report also identifies limitations of our method and of building safety benchmarks generally, including evaluator uncertainty and the constraints of single-turn interactions. This work represents a crucial step toward establishing global standards for AI risk and reliability evaluation while acknowledging the need for continued development in areas such as multiturn interactions, multimodal understanding, coverage of additional languages, and emerging hazard categories. Our findings provide valuable insights for model developers, system integrators, and policymakers working to promote safer AI deployment.

A Safety Report on GPT-5.2, Gemini 3 Pro, Qwen3-VL, Doubao 1.8, Grok 4.1 Fast, Nano Banana Pro, and Seedream 4.5

The rapid evolution of Large Language Models (LLMs) and Multimodal Large Language Models (MLLMs) has produced substantial gains in reasoning, perception, and generative capability across language and vision. However, whether these advances yield commensurate improvements in safety remains unclear, in part due to fragmented evaluation practices limited to single modalities or threat models. In this report, we present an integrated safety evaluation of 7 frontier models: GPT-5.2, Gemini 3 Pro, Qwen3-VL, Doubao 1.8, Grok 4.1 Fast, Nano Banana Pro, and Seedream 4.5. We evaluate each model across language, vision-language, and image generation settings using a unified protocol that integrates benchmark evaluation, adversarial evaluation, multilingual evaluation, and compliance evaluation. Aggregating our evaluations into safety leaderboards and model safety profiles across multiple evaluation modes reveals a sharply heterogeneous safety landscape. While GPT-5.2 demonstrates consistently strong and balanced safety performance across evaluations, other models exhibit pronounced trade-offs among benchmark safety, adversarial alignment, multilingual generalization, and regulatory compliance. Both language and vision-language modalities show significant vulnerability under adversarial evaluation, with all models degrading substantially despite strong results on standard benchmarks. Text-to-image models achieve relatively stronger alignment in regulated visual risk categories, yet remain brittle under adversarial or semantically ambiguous prompts. Overall, these results show that safety in frontier models is inherently multidimensional--shaped by modality, language, and evaluation scheme, underscoring the need for standardized safety evaluations to accurately assess real-world risk and guide responsible model development and deployment.

Benefits of Resource Strategy for Sustainable Materials Research and Development

Material and product life cycles are based on complex value chains of technology-specific elements. Resource strategy aspects of essential and strategic raw materials have a direct impact on applications of new functionalized materials or the development of novel products. Thus, an urgent challenge of modern materials science is to obtain information about the supply risk and environmental aspects of resource utilization, especially at an early stage of basic research. Combining the fields of materials science, industrial engineering and resource strategy enables a multidisciplinary research approach to identify specific risks within the value chain, aggregated as the so-called resource criticality. Here, we demonstrate a step-by-step criticality assessment in the sector of basic materials research for multifunctional hexagonal manganite YMnO3, which can be a candidate for future electronic systems. Raw material restrictions can be quantitatively identified, even at such an early stage of materials research, from eleven long-term indicators including our new developed Sector Competition Index. This approach for resource strategy for modern material science integrates two objective targets: reduced supply risk and enhanced environmental sustainability of new functionalized materials, showing drawbacks but also benefits towards a sustainable materials research and development.

Safety at Scale: A Comprehensive Survey of Large Model Safety

The rapid advancement of large models, driven by their exceptional abilities in learning and generalization through large-scale pre-training, has reshaped the landscape of Artificial Intelligence (AI). These models are now foundational to a wide range of applications, including conversational AI, recommendation systems, autonomous driving, content generation, medical diagnostics, and scientific discovery. However, their widespread deployment also exposes them to significant safety risks, raising concerns about robustness, reliability, and ethical implications. This survey provides a systematic review of current safety research on large models, covering Vision Foundation Models (VFMs), Large Language Models (LLMs), Vision-Language Pre-training (VLP) models, Vision-Language Models (VLMs), Diffusion Models (DMs), and large-model-based Agents. Our contributions are summarized as follows: (1) We present a comprehensive taxonomy of safety threats to these models, including adversarial attacks, data poisoning, backdoor attacks, jailbreak and prompt injection attacks, energy-latency attacks, data and model extraction attacks, and emerging agent-specific threats. (2) We review defense strategies proposed for each type of attacks if available and summarize the commonly used datasets and benchmarks for safety research. (3) Building on this, we identify and discuss the open challenges in large model safety, emphasizing the need for comprehensive safety evaluations, scalable and effective defense mechanisms, and sustainable data practices. More importantly, we highlight the necessity of collective efforts from the research community and international collaboration. Our work can serve as a useful reference for researchers and practitioners, fostering the ongoing development of comprehensive defense systems and platforms to safeguard AI models.

Rethinking Bottlenecks in Safety Fine-Tuning of Vision Language Models

Large Vision-Language Models (VLMs) have achieved remarkable performance across a wide range of tasks. However, their deployment in safety-critical domains poses significant challenges. Existing safety fine-tuning methods, which focus on textual or multimodal content, fall short in addressing challenging cases or disrupt the balance between helpfulness and harmlessness. Our evaluation highlights a safety reasoning gap: these methods lack safety visual reasoning ability, leading to such bottlenecks. To address this limitation and enhance both visual perception and reasoning in safety-critical contexts, we propose a novel dataset that integrates multi-image inputs with safety Chain-of-Thought (CoT) labels as fine-grained reasoning logic to improve model performance. Specifically, we introduce the Multi-Image Safety (MIS) dataset, an instruction-following dataset tailored for multi-image safety scenarios, consisting of training and test splits. Our experiments demonstrate that fine-tuning InternVL2.5-8B with MIS significantly outperforms both powerful open-source models and API-based models in challenging multi-image tasks requiring safety-related visual reasoning. This approach not only delivers exceptional safety performance but also preserves general capabilities without any trade-offs. Specifically, fine-tuning with MIS increases average accuracy by 0.83% across five general benchmarks and reduces the Attack Success Rate (ASR) on multiple safety benchmarks by a large margin. Simulating the Unseen: Crash Prediction Must Learn from What Did Not Happen

Traffic safety science has long been hindered by a fundamental data paradox: the crashes we most wish to prevent are precisely those events we rarely observe. Existing crash-frequency models and surrogate safety metrics rely heavily on sparse, noisy, and under-reported records, while even sophisticated, high-fidelity simulations undersample the long-tailed situations that trigger catastrophic outcomes such as fatalities. We argue that the path to achieving Vision Zero, i.e., the complete elimination of traffic fatalities and severe injuries, requires a paradigm shift from traditional crash-only learning to a new form of counterfactual safety learning: reasoning not only about what happened, but also about the vast set of plausible yet perilous scenarios that could have happened under slightly different circumstances. To operationalize this shift, our proposed agenda bridges macro to micro. Guided by crash-rate priors, generative scene engines, diverse driver models, and causal learning, near-miss events are synthesized and explained. A crash-focused digital twin testbed links micro scenes to macro patterns, while a multi-objective validator ensures that simulations maintain statistical realism. This pipeline transforms sparse crash data into rich signals for crash prediction, enabling the stress-testing of vehicles, roads, and policies before deployment. By learning from crashes that almost happened, we can shift traffic safety from reactive forensics to proactive prevention, advancing Vision Zero.

SafePred: A Predictive Guardrail for Computer-Using Agents via World Models

With the widespread deployment of Computer-using Agents (CUAs) in complex real-world environments, prevalent long-term risks often lead to severe and irreversible consequences. Most existing guardrails for CUAs adopt a reactive approach, constraining agent behavior only within the current observation space. While these guardrails can prevent immediate short-term risks (e.g., clicking on a phishing link), they cannot proactively avoid long-term risks: seemingly reasonable actions can lead to high-risk consequences that emerge with a delay (e.g., cleaning logs leads to future audits being untraceable), which reactive guardrails cannot identify within the current observation space. To address these limitations, we propose a predictive guardrail approach, with the core idea of aligning predicted future risks with current decisions. Based on this approach, we present SafePred, a predictive guardrail framework for CUAs that establishes a risk-to-decision loop to ensure safe agent behavior. SafePred supports two key abilities: (1) Short- and long-term risk prediction: by using safety policies as the basis for risk prediction, SafePred leverages the prediction capability of the world model to generate semantic representations of both short-term and long-term risks, thereby identifying and pruning actions that lead to high-risk states; (2) Decision optimization: translating predicted risks into actionable safe decision guidances through step-level interventions and task-level re-planning. Extensive experiments show that SafePred significantly reduces high-risk behaviors, achieving over 97.6% safety performance and improving task utility by up to 21.4% compared with reactive baselines.

Towards Safety Reasoning in LLMs: AI-agentic Deliberation for Policy-embedded CoT Data Creation

Safety reasoning is a recent paradigm where LLMs reason over safety policies before generating responses, thereby mitigating limitations in existing safety measures such as over-refusal and jailbreak vulnerabilities. However, implementing this paradigm is challenging due to the resource-intensive process of creating high-quality policy-embedded chain-of-thought (CoT) datasets while ensuring reasoning remains accurate and free from hallucinations or policy conflicts. To tackle this, we propose AIDSAFE: Agentic Iterative Deliberation for Safety Reasoning, a novel data generation recipe that leverages multi-agent deliberation to iteratively expand reasoning on safety policies. A data refiner stage in AIDSAFE ensures high-quality outputs by eliminating repetitive, redundant, and deceptive thoughts. AIDSAFE-generated CoTs provide a strong foundation for supervised fine-tuning (SFT)-based safety training. Additionally, to address the need of preference data in alignment stages, such as DPO training, we introduce a supplemental recipe that uses belief augmentation to create distinct selected and rejected CoT samples. Our evaluations demonstrate that AIDSAFE-generated CoTs achieve superior policy adherence and reasoning quality. Consequently, we show that fine-tuning open-source LLMs on these CoTs can significantly improve safety generalization and jailbreak robustness while maintaining acceptable utility and over-refusal accuracy. The PacifAIst Benchmark:Would an Artificial Intelligence Choose to Sacrifice Itself for Human Safety?

As Large Language Models (LLMs) become increasingly autonomous and integrated into critical societal functions, the focus of AI safety must evolve from mitigating harmful content to evaluating underlying behavioral alignment. Current safety benchmarks do not systematically probe a model's decision-making in scenarios where its own instrumental goals - such as self-preservation, resource acquisition, or goal completion - conflict with human safety. This represents a critical gap in our ability to measure and mitigate risks associated with emergent, misaligned behaviors. To address this, we introduce PacifAIst (Procedural Assessment of Complex Interactions for Foundational Artificial Intelligence Scenario Testing), a focused benchmark of 700 challenging scenarios designed to quantify self-preferential behavior in LLMs. The benchmark is structured around a novel taxonomy of Existential Prioritization (EP), with subcategories testing Self-Preservation vs. Human Safety (EP1), Resource Conflict (EP2), and Goal Preservation vs. Evasion (EP3). We evaluated eight leading LLMs. The results reveal a significant performance hierarchy. Google's Gemini 2.5 Flash achieved the highest Pacifism Score (P-Score) at 90.31%, demonstrating strong human-centric alignment. In a surprising result, the much-anticipated GPT-5 recorded the lowest P-Score (79.49%), indicating potential alignment challenges. Performance varied significantly across subcategories, with models like Claude Sonnet 4 and Mistral Medium struggling notably in direct self-preservation dilemmas. These findings underscore the urgent need for standardized tools like PacifAIst to measure and mitigate risks from instrumental goal conflicts, ensuring future AI systems are not only helpful in conversation but also provably "pacifist" in their behavioral priorities.

Rethinking Autonomy: Preventing Failures in AI-Driven Software Engineering

The integration of Large Language Models (LLMs) into software engineering has revolutionized code generation, enabling unprecedented productivity through promptware and autonomous AI agents. However, this transformation introduces significant risks, including insecure code generation, hallucinated outputs, irreversible actions, and a lack of transparency and accountability. Incidents like the Replit database deletion underscore the urgent need for robust safety and governance mechanisms. This paper comprehensively analyzes the inherent challenges of LLM-assisted code generation, such as vulnerability inheritance, overtrust, misinterpretation, and the absence of standardized validation and rollback protocols. To address these, we propose the SAFE-AI Framework, a holistic approach emphasizing Safety, Auditability, Feedback, and Explainability. The framework integrates guardrails, sandboxing, runtime verification, risk-aware logging, human-in-the-loop systems, and explainable AI techniques to mitigate risks while fostering trust and compliance. We introduce a novel taxonomy of AI behaviors categorizing suggestive, generative, autonomous, and destructive actions to guide risk assessment and oversight. Additionally, we identify open problems, including the lack of standardized benchmarks for code specific hallucinations and autonomy levels, and propose future research directions for hybrid verification, semantic guardrails, and proactive governance tools. Through detailed comparisons of autonomy control, prompt engineering, explainability, and governance frameworks, this paper provides a roadmap for responsible AI integration in software engineering, aligning with emerging regulations like the EU AI Act and Canada's AIDA to ensure safe, transparent, and accountable AI-driven development.

SGuard-v1: Safety Guardrail for Large Language Models

We present SGuard-v1, a lightweight safety guardrail for Large Language Models (LLMs), which comprises two specialized models to detect harmful content and screen adversarial prompts in human-AI conversational settings. The first component, ContentFilter, is trained to identify safety risks in LLM prompts and responses in accordance with the MLCommons hazard taxonomy, a comprehensive framework for trust and safety assessment of AI. The second component, JailbreakFilter, is trained with a carefully designed curriculum over integrated datasets and findings from prior work on adversarial prompting, covering 60 major attack types while mitigating false-unsafe classification. SGuard-v1 is built on the 2B-parameter Granite-3.3-2B-Instruct model that supports 12 languages. We curate approximately 1.4 million training instances from both collected and synthesized data and perform instruction tuning on the base model, distributing the curated data across the two component according to their designated functions. Through extensive evaluation on public and proprietary safety benchmarks, SGuard-v1 achieves state-of-the-art safety performance while remaining lightweight, thereby reducing deployment overhead. SGuard-v1 also improves interpretability for downstream use by providing multi-class safety predictions and their binary confidence scores. We release the SGuard-v1 under the Apache-2.0 License to enable further research and practical deployment in AI safety.

Connecting the Dots in Trustworthy Artificial Intelligence: From AI Principles, Ethics, and Key Requirements to Responsible AI Systems and Regulation

Trustworthy Artificial Intelligence (AI) is based on seven technical requirements sustained over three main pillars that should be met throughout the system's entire life cycle: it should be (1) lawful, (2) ethical, and (3) robust, both from a technical and a social perspective. However, attaining truly trustworthy AI concerns a wider vision that comprises the trustworthiness of all processes and actors that are part of the system's life cycle, and considers previous aspects from different lenses. A more holistic vision contemplates four essential axes: the global principles for ethical use and development of AI-based systems, a philosophical take on AI ethics, a risk-based approach to AI regulation, and the mentioned pillars and requirements. The seven requirements (human agency and oversight; robustness and safety; privacy and data governance; transparency; diversity, non-discrimination and fairness; societal and environmental wellbeing; and accountability) are analyzed from a triple perspective: What each requirement for trustworthy AI is, Why it is needed, and How each requirement can be implemented in practice. On the other hand, a practical approach to implement trustworthy AI systems allows defining the concept of responsibility of AI-based systems facing the law, through a given auditing process. Therefore, a responsible AI system is the resulting notion we introduce in this work, and a concept of utmost necessity that can be realized through auditing processes, subject to the challenges posed by the use of regulatory sandboxes. Our multidisciplinary vision of trustworthy AI culminates in a debate on the diverging views published lately about the future of AI. Our reflections in this matter conclude that regulation is a key for reaching a consensus among these views, and that trustworthy and responsible AI systems will be crucial for the present and future of our society.
